New Licence Data Requirements for Motor Trade & Fleet Policyholders – Effective 31st March 2025
From 31st March 2025, important changes are coming into effect under the Road Traffic and Roads Act 2023, directly impacting motor traders and vehicle fleet owners. These changes require additional information to be uploaded to the National Fleet Database (NFD) alongside your current policy vehicle data.
Failure to comply with these requirements can result in fines, vehicle impoundment, and delivery delays.
What’s Changing?
In addition to registering your vehicles, fleet and motor trade policyholders must now provide driver information for all named drivers covered under your insurance policy. This must be uploaded to the National Fleet Database (NFD).
Required Driver Information:
Date of Birth of each Named Driver
Driver Number (found at item 4d on Irish licences – may differ for foreign licences)
Country of Issue of the Driving Licence
When Does This Start?
These requirements take effect from 31st March 2025. The NFD portal will be updated from that date to allow uploading of the required driver data.

What Needs to Be Uploaded and When?
Policyholders must ensure all driver and vehicle information is uploaded to the NFD within 14 days of the following:
Policy inception or renewal
Addition or removal of a vehicle
Addition of a named driver
Any other mid-term change during the policy period
What Happens If I Don’t Comply?
Not uploading this data could result in:
Vehicles being stopped by Gardaí for insurance verification
Vehicles being impounded if data is missing
Fines of up to €500 per offence
Gardaí questioning drivers or staff
Delays in deliveries due to uncertainty over insurance status

Q: What is the NFD?
The National Fleet Database is a platform used by fleet and motor trade policyholders to register vehicle and driver details, managed by the Motor Insurers’ Bureau of Ireland (MIBI).
Q: What do I need to upload?
You must upload:
Vehicle registration numbers
For each named driver: Date of Birth, Driver Number, and Country of Licence Issue

It’s shown as item 4d on an Irish driving licence. For foreign licences, the format may differ.
